Obtaining a classification certificate
Legal entities must complete the standard application in Annex 3 to the current methodological rules.
Provide an extended Trade Register certificate listing activities authorised at the accommodation address and corresponding CAEN codes. Public institutions, organisations, associations, foundations, religious bodies and similar entities must provide copies of their founding document, tax registration and statutes or another document confirming their capacity to provide accommodation/catering, together with proof of the right to use or manage the premises (ownership, loan for use, lease or other right) and the address(es).
The company applying for classification must have the relevant activity authorised at its registered office or operating location in the Trade Register. For apartments, holiday homes and other short-term accommodation, the commonly used CAEN code is 5520 – Holiday and other short-stay accommodation. Other accommodation types may use CAEN codes such as 5510, 5530 or 5590, depending on the actual activity.
Before submitting, check the extended ONRC certificate and ensure the relevant activity is authorised at the accommodation's operating location. Missing the appropriate CAEN code or its authorisation at that location can lead to clarification requests or classification difficulties.
Complete the standard form for classifying accommodation spaces by category and type, as specified in Annex 4 to the current methodological rules, as applicable.
Complete the standard form for classifying and organising catering spaces in tourist facilities under Annex 5 to the current methodological rules, as applicable.
Provide proof that employment contracts for the minimum required staff are registered in the employee register (REVISAL extract certified by the standard application signatory). This includes operational management, reception manager and/or catering production and service manager as applicable, with evidence of each employee's qualifications under Annex 7. Other qualified staff employment documents must be presented during the on-site inspection.
Documents proving the building's legality and the right to use the premises, such as a building permit, completion certificate, title deeds, land registry extract or other relevant documents, as applicable.
Under amendments introduced by Order 985/2024, the wording of documents required to prove the building's legality was updated. Check the exact official requirements before submitting.
Place all documents required for the classification certificate in an envelope and post them to: Calea Victoriei nr. 152, sector 1, București. Mark the envelope "În atenția Direcției Autorizare și Monitorizare - Turism, din cadrul autorității publice centrale responsabile în domeniul turismului"
Alongside submission through the authority's indicated channels, classification certificate applications can also be initiated online through SITUR platform. The platform accepts applications for classification, reclassification, change of holder or annex amendment, depending on the type of tourist accommodation.
The authority reviews the documentation. If complete, it issues a Provisional Operating Authorisation within 30 days of registering complete documentation. This allows operation until the on-site inspection.
If incomplete, the applicant is notified within 5 working days of the additional documents needed. If not completed within 6 months / 180 days of notification, the application is closed.
The on-site inspection takes place within 90 days of the Provisional Operating Authorisation. The inspection produces a Classification report.
If minor defects can be remedied quickly, the committee may allow up to 7 working days to address them.
The classification certificate is issued within 15 days of the inspection/classification report under the applicable procedure.
